I don't understand the sympathy for these teachers. Instead of actually teaching children, they were padding their wallets by fudging test scores. Maybe people would feel different if it was their kids were stuck in these government ran dummy factories.

Seven years is far too much, these teachers are not a danger to society. They should have been fired, forced to pay back the money + fines, sentenced to a lot of hours if community service, and prevented from ever teaching again. That would have entirely sufficient, and much better for everyone involved, including the people of Atlanta.
