I don't know why anybody would call this justified.
There was just a video last month of a cop being approached by a suspect (wanted for killing his wife) who would not stop, who had his hands in his pockets and yet the officer (after multiple warnings) managed to NOT shoot him and subdue him.
BTW this whole shoot-to-wound idea is a myth.

Doesn't a taser solve all this? I'd say a department where the only way to deal with non-compliance when the officer is solo is lethal force... that's like, not smart?

Successful cops will be better diplomats then gunslingers.
