Probably the best way is by treaty. You can enforce X laws beyond your borders but not Y. We have that in some cases but it's unevenly enforced.

For example, in this case, were Canada a signatory to a treaty* addressing this issue they could either coordinate with other signatories in the enforcement, were it a permitted subject area, or know with a degree of certainty that certain laws won't be applicable beyond their borders. The latter is important too because it gives business the ability to plan for this contingency, which is important.

I swear to god that governments are just damn lazy. Google is a search engine, not a content provider.

If you want information removed about people, force the sites hosting the information to remove that information. If you want a business off the web, hit the host for that business and demand they drop the site.

Going after Google for these things is rather like suing the phone book for making it possible to accidentally call serial killers.
