Probably the best way is by treaty. You can enforce X laws beyond your borders but not Y. We have that in some cases but it's unevenly enforced.
For example, in this case, were Canada a signatory to a treaty* addressing this issue they could either coordinate with other signatories in the enforcement, were it a permitted subject area, or know with a degree of certainty that certain laws won't be applicable beyond their borders. The latter is important too because it gives business the ability to plan for this contingency, which is important.
*is canada allowed to sign treaties or is that just for grown-up countries?
