I've been thinking about this a bit and I wonder if a couple of other factors might have played into how little the Japanese leadership was punished. A simple one would be the lack of people to actually punish considering how many military leaders didn't survive or allow themselves to be captured (probably minimal but still a factor when dealing with the Japanese). And the other is how long term concern for the atrocities committed in China might have been brushed aside due to their involvement in the Korean War so shortly after the end of WWII. They went from victims to enemies rather quickly, and, they were commies, of course.
