Unlike other public servants, elected officials don't serve at the discretion of a direct supervisor. They serve at the discretion of their constituents. You could be the hardest working, most effective Congressman in the country and lose your job, or the laziest least effective one and keep your job. Besides the very minor constitutional pretequisites regarding age and citizenship, the only job requirement an elected official needs to meet is to be elected.
