Spider is correct that collectivism is a basic concept of all political systems. There are, apparently, two types: horizontal and vertical collectivism. Horizontal collectivism would be direct democracy, liberal representatives, basically every Western country to a greater or lesser degree. Vertical collectivism would be a hierarchical system of authority such as an absolute dictatorship. Both require that everybody within them obey the law, or face some sort of punishment, which makes all such institutions collectivist in that the individual will is clearly held to have less value than the social will.
