President Obama signs a pardon for Edward Snowden.
He puts an immediate halt to this program, and hands over all relevant information to Congress (pretending for awhile that they are competent).
He resigns.

If this guy goes to trial we're talking months, maybe even years from now so anything can happen before then, so it's impossible to predict what would happen at his trail..
But he only needs one person out of the 12 on his side.
