of course it has an impact on gas prices. the us has roughly a 5th of the worlds oil refining capacities, while canada has about 2%. since the US has an order of magnitude more capacity to refine it, getting the oil down there will improve gasoline supplies, and thus... drum roll... have an impact on gas prices, and will do so in a positive manner
