Well one thing we could probably do is re-evaluate Saudi Arabia and what their role in all this has been for decades now. I read in a very gossipy source (i.e., not totally reliable) that allegedly they have thousands of tents set up for the Hajj crowd that stay up year-round but they're not taking in any Syrian refugees.
But they have said that they're willing to contribute without limit to rebuilding mosques in Syria once the war finally ends. I can imagine mosques teaching what.
Again, grain of salt with this but the two biggest exporters of jihadism in the world are Pakistan and Saudi Arabia and we have always played don't ask/don't tell.
