it's not incorrect. you are annoyed with them for it but news organizations end possessive proper nouns that end in s with an apostrophe, e.g., ISIS'. as in that's their style; they are not making a mistake and it is completely intentional. there is probably someone with a red pen crossing out the trailing s on possessive proper nouns every day at these places before it goes to print
