The way a woman dresses can have an immense impact on guys perceptions of her beauty and attractiveness, but like spider said it can't literally remove 20 lbs.

I must be pretty numb to it. I'm aware of it, I can appreciate it...but I'm too busy imagining what sort of complex curves I could draw using her midriff as a stencil to be all that invested in the effect of the ensemble. Perhaps I'm highly unsophisticated when it comes to female fashion sense...but being a straight male I suspect that's actually a good sign.
In any case...this "overall effect" is clearly something you, as a woman, have given about 100 times as much thought to than I, as a man. Meanwhile, in my mind, I'm tracing an S curve from the bottom of the rib cage to the flare of the hip in my head in neon mental sexy ink.
