the whole thing just shows how f**k awful our legislation process is. as i've probably mentioned i work in legal tech and we take in these documents, process them, and integrate them into the statutes and these bills are absurdly large and obfuscated. it would make our legislative process far cleaner if they were required to print out what the statute is changed to read in its entirety (or at least the entire subsection and its parentage) AND in addition also required all acts to be passed independent of one another. each act must have a purpose, and everything under it must serve that stated purpose. fish hatcheries, sure might be a good idea, but keep it separate from covid relief.
