The UN could certainly stand some reform. Without getting "academic" about it, a really simple reform that would go along way by itself would be to remove the veto power of the permanent members of the security council.
I don't foresee intervention by Turkey, but I wouldn't begrudge them for doing so.
That agencies such as the CIA didn't really know what was going on is pretty well known.
