Defunding Obamacare doesn't repeal it. It's still the law of the land. Repealing it repeals it, but the votes to repeal don't exist. The reason the republicans have chosen this path is, thanks to the massively gerrymandered state of the House, sitting representatives are more vulnerable to primary challenges from the right than election day challenges from the left, so they're all incentivized to keep the crazy knob at 11.
All of the "both sides are equally bad" talk is complete bullsh*t. The democrats at least have an interest in governing
