Defunding Obamacare doesn't repeal it. It's still the law of the land. Repealing it repeals it, but the votes to repeal don't exist. The reason the republicans have chosen this path is, thanks to the massively gerrymandered state of the House, sitting representatives are more vulnerable to primary challenges from the right than election day challenges from the left, so they're all incentivized to keep the crazy knob at 11.

the GOP is completely batshit insane. one of my friends worked as a congressional aide for the last year for a GOP rep and the shit he told me about what the republicans say and do in so far as "strategy" is concerned boggled my mind. the frightening thing is about 2/3 of the tea party caucus really believes the nonsense they say. very few of them are actually just exploiting the tea party rhetoric to gain votes.
this whole debacle over the ACA just furthers that point.
