Very obviously the question concerns the practical continuity of a state of equal economic and political power, and not the initial condition of it. An initial condition is a starting point, not a continuum. The question deals with perpetuation of something, not establishment of it...also easily figured out by simply reading the words.

You understand that classes can emerge, and you understand that they can go away, but you don't understand that they can then re-emerge?

Spider, I suppose the purpose you are trying to serve here is to promote the idea that human society is inherently divided into socioeconomic classes and that this state of affairs represents unchangeable reality for human beings.
