Singular difference between reagan and bush was that in reagan's era, if you were as bad as bush is at using the english language in such a rich family, he'd have been smothered and tossed in a lake before his 5th birthday.

Actually a childhood friend of mine who went on to become a big insider in D.C. told me once of meeting Bush Sr. in the White House and said he was very friendly, affable and very smart.
Intellectually and mentally yes he was superior to Reagan, but does anybody really think Reagan was running things? Especially in the latter years? I always got the sense that they wanted a movie star-looking guy to put out front and that's what they did as they went about their business behind the scenes. Hence all the silliness with things like Iran and the Contras and yes, the appearance that he really didn't know this stuff was going on.
