This is just about the perfect definition of "conflict of interest".
I really wish the officers involved would have responded with:
"Dear sirs, there has been no slow down of enforcement, so this appears to be a slow down in the criminal department. If you care about this city, you will need to take immediate action to increase the performance of all criminals in our community. Without their participation, there is no hope to fund an adequate police department to keep this city safe."
