I agree that the punishment must fit the crime, and I see where you're coming from on the non-violent angle. But, they participated in corruption, and corruption is social rot. You don't dole out slaps on the wrist when it comes to corruption.
It needs to be deterred.
I know it's pretty easy to say that you'd be more involved in your kid's education, but tell that too a single working parent that has a kid in a underperforming school, where teachers don't give a f**k about their student's education, but have the gumption to manipulate test scores so they can get a bonus. Maybe seven years is too harsh, but I have no sympathy for these individuals.
