I don't think it should be tied with the military though. Perhaps, if you enlist in the military for 2 years, it waives you having to participate in the mandatory national service. But to affiliate a mandatory program for all citizens with the military seems unnecessary and overly militaristic. It might seem semantic but any mandatory program with a "optional" military component will all but force many males into the armed forces against their wishes. I wouldn't enlist in the military but even I would be able to understand that as a male, you are going to have to explain yourself, and limit your ambitions, if you want to plant flowers along I-75 instead of join a combat unit. We shouldn't be putting people into positions like that in 2015 absent an extreme threat to the nation.
