Theft is certainly a form of aggression. Yes, I agree aggression is not necessarily violent. However theft is an initiation of force, because it is a removal of personal belongings without permission. It invokes a violent response because justice demands that the belongings be returned or compensated for and the only way this can be accomplished is by the application of force.
The point of disagreement is whether or not personal violence as a legal measure of defense is justified, or is the use of violence as a defense to be restricted only to the agents of the state?
The modern state says it cannot guarantee personal safety and that individuals have to supply themselves with personal defense. The fact is the state cannot possibly supply personal bodyguards for every citizen, which is what a such a guarantee would require. You have to do it yourself and always will. Any state that ignores this feature of social reality will be plagued by incompetence and failure.
