no, hundreds of millions do not support ISIS. hundreds of millions do say things like "well if you insult the prophet, you get what is coming to you". that they don't do it themselves is not the issue, but that they give comfort to those who do, either literally or by just saying these things which emboldens impressionable youth. as Saz noted, terrorist(s) have escaped to belgium and no one can find them, and it is basically impossible to think they are doing that themselves. with the western world on edge about it they will be found and reported, unless they are being given safe passage by someone else. someone who wouldn't do those horrible crimes, but has sympathy for those who do
