The term "Latin" refers to descendants of the Roman culture. Those are all romance languages and therefore part of the Latin culture.
The US is the closest thing to Rome. Culturally we are their descendants.
But because to your ignorance of history, thinking "latin" refers to what you think of as an undesirable minority group, and since most american cubicle jockeys are inherently racist eurocentrists you don't see what you think of as a "lesser culture" being capable of ruling the world. So this is just more ignorant racist drivel on the part of the American mainstream culture.
Your government is directly modeled after the ancient Roman state so it is easy to see that the US is the center of Latin America.

It's modeled after Rome, but by the descendants of Germanic tribes that conquered Rome. Common law is a cultural remnant of Germanic folk culture.
