I moved around a lot as a kid, went to a lot of schools...and the only constant was that quality education was available, but quality students were a small minority that was steamrolled into apathy by everyone else.
If the schools could just drop kick out about half of the student body and focus on those who actually want to be there, we'd be aces.

It's not bizarre. Many public schools offer AP classes.
