Saz a very large chunk of the military already is navy/air force, and even for the army and marines there's a lot of folks who aren't in combat roles. but i agree we should be shifting more resources to the navy/air force (mostly navy to be honest). our main concern is china and that will be a sea and air battle if it happens. a small force of highly trained specialists will see most of the work for limited engagements against extremists in the Middle East and we can have large reserves for the contingency of a ground war on a larger scale.
to go off topic a bit, that's kinda the challenge the US faces that, e.g., china doesn't. we need to be ready to fight large wars on two fronts and also ready to fight small scale wars spread out across an entire sub continent. china just needs to be able to keep us out of their neighborhood which is far simpler to plan for.
