He has a point, non-citizens that are in this country are subject to the laws but don't get to vote. Convicted felons while serving time cannot vote in all but two states, yet are subject to the laws. And in some states, convicted felons don't get to vote even after serving their sentences.

So you work 40+ hours a week, pay taxes on it all and because you don't owe federal income tax you shouldn't be able to vote.
