Why not?
If EVERYBODY pays in 15% of their line 1 on their tax form, no matter if you make 20,000 or 20 million, how can it possibly be more fair than that? The hit to your pocketbook is identical. If you start with far more, then you pay far more. It would make EVERYBODY have a little game piece on the board, and I think they'd change their minds about all this entitlement bullshit.
