Read the piece and generally agree with enyon's original assessment. This guy sound upset about how difficult it is to do stuff in Washington, but really, it's supposed to be that way so the majority doesn't tyrant over the minority (and for a host of other reasons).
Also, regarding the author's first gripe about the senate bill: revenue measures originate in the house because the house is much more closely connected to the will of the people and thus its spending priorities. Also, back in da day before the constitution got f**k with, senators weren't even elected by the peeps, so it was retarded to have spending bills originate in the house.
