Issa definitely said the command came from "Washington." The transcripts he provides as "proof" say that the person believes it came from Washington but has not explained a single reason why he believes it.
Issa is trying to tie Obama to the IRS scandal with zero proof or reason to do so and has been for weeks. The only reason he went on that interview with zero evidence making accusations is he knows the idiots in his party will eat it up.
He has been on a fishing expedition against Obama since given power in 2011 to run the Oversight. All he does is investigate Obama 100% of the time for anything and everything. He's our state's biggest joke and has been for years.
