The gov't made the banks huge by deregulating them.
This is what i find fascinating about the herp-derpers. They complain about the gov't causing these problems but then fail to acknowledge these problems were caused by the policies their herp-derping support. IF ONLY THE GOV'T GOT OUT OF THE MARKETPLACE THEN IT WOULD FIX ITSELF - said in response to the gov't deregulation that lead to the crisis.

Yep, Citicorp and travelers merged with government approval after it was deregulated...since it was illegal beforehand.

-Get the gov't out of banking!
-So the gov't does that and the banking system crashes
