Anyway, I'll get serious for a sec and answer the OP.
The biggest issue during a government shutdown is that no environmental or food safety regulations will be enforced, since the people who do that on a daily basis will not be working. Also, a lot of the CDC programs shut down. These are things that can cost lives.
