You'd think we would learn a lesson from previous efforts of stimulus at the federal level. Stop giving our 9% approval rating congressional members the power to dictate this stuff and you might see some change. Bridge to nowhere, pet projects, lost funds, etc. Bush and Obama have each tried to fight our "crumbling" infrastructure yet it was wasted completely. Congress is the problem, fix that and give states more powers towards projects that benefit them most and you'll see a change.

I don't see anything to suggest states would be inherently more efficient than the federal government for infrastructure development. Especially with respect to interstate transport systems.
State pols are usually pretty simple.
I think you're advocating for your ideological preference more than anything else.
