What's so telling about this and what everybody should remember is that Obama is going to sign this bill, knowing what's in it.
Instead of vetoing it until they remove the heinous Wall St. gambling bailout. Because that might lead to a gov't shutdown.

Shaman has a good point. Instituting a "germainness" rule would help immensely. Stop putting unrelated crap onto bills. The other thing that would help is a certain policy (can't remember the technical name) that requires that bills be written such that they can be understood. Instead of saying things like "line 31, replace 'shall' with 'may'", you have to state the entire old paragraph and the new paragraph.
