One of three things will usually be paid to the professionally unemployed.
1, Unemployment and extensions.
2, Welfare.
3,Incarceration.
However, nothing will be paid if they are content to live under a bridge, out of sight, out of mind. Some actually do, they are the hard core homeless.
The hard reality is there is to many people for available job slots, peon jobs included. Regardless of education.
