The kids were rowdy, sure. They were doing things that were wrong, sure. They were also dispersing. They just weren't doing so in a way that properly bowed to this guy's sense of authority. He lost his cool, did some shit that makes him unfit to be a policeman now or ever in the future. The end.

The kids aren't blameless for their actions. That doesn't mean their actions warranted a f**k draw-down from an armed police officer. Nor even the "hot pursuit" shown in the gif above. Let alone a cuffing and a knee in the back for a teenage girl.
