Real countries with functioning governments tend to appoint an independent agency that operates transparently, and is overseen by civilians, and not politicians.

You say something along the lines of "I propose that we draw political districts along existing municipal and county boundaries" or "I propose that we draw political districts along natural waterways and landmarks" or "I propose that we draw political districts randomly, from within a whole population" or whatever you think to suggest.

No matter what you say, I'm going to say, "What you've done is ensure that almost every district is dominated by white people. This will naturally favor the interests of white people! This is discriminatory towards minorities!"

You cannot get equal representation with legislative bodies unless you draw creative lines that make majority-minority districts. Does it favor one party or class? Yup. But, it also ensures that if you have a population of 30% minorities, you will have close to that number of minorities within the legislature.
