The power of the Federal government was only an issue insofar as the issue of slavery was concerned. The only sociopolitical difference that had a tangible impacted upon the Civil War was the social institution of slavery. Clearly the largest difference in economic structure was, who would've guessed, the fact that the Southern economic system was predicated upon a slave economy. The tariff issue itself was mired in the issue of slavery.
The only cause of the Civil War was slavery, all other rationalizations came later. That is not a generalization, that is just a historical fact.
