Generally speaking, you should get yourself in a tactically defensible position and then announce your presence, and the fact that you are armed. You should only fire as a last resort, and only then if you are sure it is safe to do so. The last thing you want is a simple B and E to escalate into a firefight. Those who shoot first are a danger to the public and their families. The only time it is permissible to shoot is if they are clearly armed and have demonstrated their intention of ignoring your warnings.
