senate makes it's own rules. it clearly says so in the constitution. until 1917, one senator could effectively do what you say.
"proforma sessions" are in the intent of the constitution though in that it explicitly says they cannot recess unless both houses agree

I thought Recess was a grade school thing ? And the king does as he pleases. The sooner the peasents understand that, the better things will be in Obamanation.
