There were rules within the Constitution called Lettres of Marque and Reprisal that would have made this 100% legal. there never would have been an argument or any doubt.
I think it could have been done in short order if they didn't always use a brigade of steam shovels when a garden club would do.

I don't see the point of being bound by a bunch of rules no one really believes will be effective. It's already every man for himself, just with the added weapon of legalism to bring extra special chaos to to the contest.

I agree it could have been done legally, using those instruments, but that what took place was clearly illegal.
