If we're talking about the founding of the country, it was absolutely founded on a wealthy few running things. Primarily white, male, landowners.

And, it's not in the Constitution. They simply said "citizen" and allowed each state to decide what a "citizen" was.
Remember, back then we were the "states united in a similar cause" not "America". Basically, the Fed was responsible for interstate commerce and defense. Other than that, states ruled.

Yes. Really things are so different now that it's futile to base present day policy on how the founders originally wanted things set up, except for the on the broadest on levels. Even then it's tough.
