The minority (speaking in general terms, not just racial minorities) aren't supposed to have votes going their way often, and in either or our schemes they won't. But allowing black voters to be a relevant demographic in many districts instead of the only meaningful one in a small number of districts makes them more enfranchised. White people in these districts (hopefully) are not going to line up lockstep to vote for whoever is least aligned with the black communities interests. Black voters then become a variable in contested races, and being a candidate who gives them a seat at the table has political benefit.
