Georgia has FREE pre-K. It's funded by the lottery. Georgia has FREE college, again funded by the lottery. High school is free but guess what, there are still people who don't bother to graduate. The opportunity is there but you can't make them take it.

Many people in America are completely culturally degenerate, a greater proportion of these people are poor. They haven't realized (or been brought up with) the adequate education, ambition, good habits that make people successful. Only some of this can be self taught, most of these are traits passed down through tradition. You can lead a horse to water but you can't force it to drink.
I still think education at state run schools should be completely free and paid for by the state. This would keep the costs down. The grant/ loan system is completely exploitable. It puts the student in a position of great financial risk by deciding to take out a loan and incentivizes colleges to charge more.
