I actually disagree. I think the point was that they needed a well-regulated, disciplined, trained and controlled militia (as evidenced by the use of such language throughout the document), but they needed people to bring their own guns. So I think individual sales would be fine.
This would however mean an extraordinarily limited right. Basically a right to own a military-grade rifle, and that's it. You would not be entitled to ammunition, multiple firearms, etc.
There's also an argument that this is dead letter because of the advent of a standing army and that there is no constitutional right even to a rifle.
