ending the drug war, a release of drug war prisoners in an orderly manner, lowering incarceration times for non-violent crimes across the board (community service would be better), the end of mandatory sentencing, and institution of review boards for police misconduct are all things i support that i think will lower the recidivism of black men in america, and have them find something else to do other than selling drugs. this itself would help with a lot of of the problems and it's not even increasing funding on anything, more like decreasing funding.
