Yeah the basis of this decision is that if I want to take out an ad in the local paper encouraging people to only vote for pro-choice candidates, that's a decision between me and the paper and both parties are covered by the first amendment rights to free expression. The fact that the paper will charge me money to place the ad is not a valid reason to encroach on my freedom of expression.
At a point this becomes bad policy when certain special interests are tipping the scales to an extreme, but that's not the court's business to decide if it's good or not.
