I think you want ground, air and, if applicable, naval units to coordinate seamlessly. This is more likely if all are from the same country and have trained together. And it seems logical for most nations to have the capabilities they need to put up a decent fight for all of their key assets. Most nations bordering water have naval assets they want to protect and won't want to rely on other nations.
