Yes. And the government, through elected representatives, decides what they should be used for... and I'm fairly certain Jesus is all sorts of okay with government helping the sick, the mentally ill, the poor and the elderly.

I don't really want to get into this but Utah being #1 sets off some red flares for me.. I'm guessing much of that charity that link is counting goes to the Mormon Church, and not necessarily to individual people, to the poor. We saw that with Romney's charity. It was mostly to the Mormon church. What they do with the money after that? I don't know. I'm sure some of it does go to the poor, but the think all of it does is being naive.
I'm guessing the 4-5 states following Utah are pretty much the same.. Charity to their churches in many cases does not mean charity to the poor, etc.

giving to televangelists and your church should not count as charity but i think that's what most of those top ranked holy roller states do.
