He would have been a better president. In fact if he hadn't forced the cowardly bigots hand Obama would probably still be railing against marriage equality. That's joe Biden for you. He's not into pussyfooting around when it's clear what needs to be done. Foreign policy wise too we'd be much better off.

So long as it has no chance of passing, Congress will continue to try a complete repeal of Obamacare. However, if they attach something to the budget like that, which has a chance of passing, then it won't be repeal.
They know that it can't be repealed. At least, not with a snap of the fingers. It'd be like trying to repeal the Federal acts that created non-proportional income taxes. Whatcha gonna do after it passes?
They will dismantle it piece by piece.
