So long as it has no chance of passing, Congress will continue to try a complete repeal of Obamacare. However, if they attach something to the budget like that, which has a chance of passing, then it won't be repeal.
They know that it can't be repealed. At least, not with a snap of the fingers. It'd be like trying to repeal the Federal acts that created non-proportional income taxes. Whatcha gonna do after it passes?
They will dismantle it piece by piece.
