It's like a chicken-egg problem. I think a lot of people will use it. I can't think of (not that there aren't any) any instance where a city put in a nice public transportation system or element, and people didn't like it or use it. In Columbus they recently started the Cbus (which is cool because we call Columbus Cbus) and it's been very successful.
I think all it takes is a good system and people will adopt it. We will necessarily need alternatives to complement cars. There's just no way around it.
