They can't really be banned. They are simple, centuries old tech. You can manufacture one with little effort in any decent workshop. You can mill even a sophisticated one from a block of metal with a tabletop milling machine. You can ad-hoc them from plastic.

Plus...they are durable. They don't degrade. There is no way to remove the ones already present. And even if we magically did...it wouldn't do anything to address the fact that far, far, more people are murdered by some other means than with guns. We'd feel really good for about 5 minutes...then we'd have to deal with the fact that the homicide rate hadn't budged much, gangbangers were still murdering each other, and we were just trying to make ourselves feel better without dealing with the practical realities of the problem.
